SECTION-BY-SECTION SUMMARY

Concussion Management Guidelines with Respect to Student Athletes

Directs the Secretary of HHS to convene a conference of medical, athletic, and education stakeholders to establish a set of model concussion management guidelines within 2 years of enactment of the legislation.

Directs the Secretary of the Department of Health and Human Services to make grants to states after the issuance of guidelines through the Centers for Disease Control and Prevention (CDC) for the following purposes:

  • Adopt, disseminate, and ensure the implementation of concussion management guidelines—including the proper procedures for clearing students to return to playing after a concussion has been diagnosed; and

  • Fund schools’ adoption of computerized pre-season baseline and post-concussion neurological testing.

Requires the submission of an application for grant funds that includes an agreement to collect data on the incidence of concussion and second impact syndrome.

Directs states to consult local chapters of the Brain Injury Association and high school sports associations in carrying out the grant.

Directs the Secretary to appropriately coordinate with other departments and agencies that carry out activities related to TBI.

Requires a report to Congress within 2 years of passage regarding the adoption of official concussion management guidelines and another report with 4 years to report the number of states adopting the guidelines and receiving grants, the number of schools implementing computerized testing, and data collected on concussions.

Applies to school-aged children between 5 and 18 years old.

Authorizes the program for 5 years through 2014, with $5 million in the first year and such sums as may be necessary for the following years.
